Minutes for August 10, 2011 Selectmen’s Meeting

  • Call to Order
The Meeting was called to order at 7:01 p.m.

  • Approval of Prior Meeting Minutes
Selectmen Meeting Minutes June 27, 2011.
No vote taken.  Jean C. Harmon and Dianne M. Senechal were absent from that meeting.  Robert C. Libby was absent from this meeting.

Selectmen Meeting Minutes August 3, 2011.
Approved 3-0-2.
Clifford L. Emery was absent last week and Robert C. Libby is absent from this meeting.



  • Discussion held between 5:00 & 7:00 p.m.
The Treasurer and Town Clerk met with the Board to find out where the Treasurer is with work she has to finish before she leaves.  

The Selectmen had Fred Farnham in to discuss a few issues; talked about resumes, the estimate for repairs to the fire station, and getting the interview process started for next Tuesday evening.  They will interview 3 candidates starting at 6 p.m.

  • Letter from John Sylvester, Chairman of the Twelve Town Group – Re:  August Meeting.
  • Email from Melissa Carver with Maine Municipal Association – Re:  Information and Registration material for the Maine  Association of Assessing Officers’ 2011 Fall Conference at Sebasco Harbor Resort, Wednesday September 28-30th.
  • Email from Katie Serock, from the Rachel Carson National Wildlife Refuge saying how much they enjoyed the visit from the Buxton campers.  
  • Letter from John Myers, Town Clerk – Re:  his attendance at the New England Municipal Clerk’s Institute
The Board congratulated John on receiving the “Lobster Award that is given to the person that has shed his hard shell over the last three years by growing from the NEMCI experience.”



  • Review of Projects and Issues
Selectman Harmon has been in for a short time each day.  She has been working on a project that has taken her away from the office.

Selectman Emery has been in every day going through mail, looking at resumes for the Treasurer position, and keeping abreast of everything that is going on.

Selectman Senechal thanked Aubuchon Hardware and Buxton’s Fire & Rescue personnel who participated in a fund raiser Saturday.  They raised more than $300.00 for the Keep the Heat on Program.

Selectman Burns has been in every day reading resumes and taking resident calls.  He will not be spending much time in the office the rest of the week.  His sons are coming home along with a new grandson and he intends to spend a lot of time with them.






  • Old Business
Selectman Burns said the Board is moving forward with repairs to the fire station.  They are also going to do something about the ventilation in the roof at the Town Office.



  • New Business
The Board agreed that Selectmen Senechal will work with John Myers and Chet Ouellette to start the process for installation of the new carpet in the Administrative Office area.  They plan to have the work done over a three day weekend probably in October.



  • Executive Orders
E.O.111208009 – An order to enter into a three year contract with Risbara Brothers for Winter Road Sand.  The price per cubic yard will be $7.45 starting July 1, 2011 through June 30, 2012, $7.65 starting July 1, 2012 through June 30, 2013, and $7.95 starting July1, 2013 and ending June 30, 2014.  
Approved 4-0-1.

E.O.111208010 – An order to approve a new road name ‘Crossing Brook Drive’ that will be in the Fogg Brook Subdivision located off Portland Road.  
Approved 4-0-1.

E.O.111208011 – An order to approve 16 hours vacation time for Fred Farnham.  
Approved 4-0-1.

E.O.111208012 – An order to approve 40 hours vacation time for Beverly Gammon.
Approved 4-0-1.

E.O.111208013 – An order to appoint John L. Myers, Jr., to the position of Town Treasurer to be effective August 11, 2011 until replaced.
Approved 4-0-1.

  • Accounts Payable and Payroll Warrants
E.O.111208007 – An order approving expenditures as documented in Accounts Payable Warrant #59, and Warrant #18.  Approved.4-0-1.

E.O.111208008 – An order approving expenditures as documented in Payroll Warrant
#17.  Approved 4-0-1.



  • Next Meeting of the Board
Selectmen’s Meeting Wednesday, August 17, 2011, at 7:00 p.m.

Twelve Town Group Meeting Monday, August 15, 2011 at Waterboro Town Hall at 6:30 p.m.

Selectmen will Interview candidates for the Treasurer position Tuesday, August 16, 2011 starting at 6:00 p.m.



  • Other Business
There is a vacancy on the SAD 6 Board of Directors.  Please call the Selectmen’s office at 929-5191 for more information.

The Town has an opening for a Treasurer.  Additional information is available on the Town website or JobsinME.com.  If you are interested in applying for this position, please send a cover letter and Resume to the Selectmen at 185 Portland Road, Buxton, ME 04093.
There is one vacancy on the Budget Committee.  This is a good opportunity for anyone who wants to get involved and learn more about the Town.  Please contact the Selectmen if you are interested.

Selectman Harmon said the Transfer Station is still receiving calls regarding trash pickup.  She asked people to be patient.  This is a different company and they may pick up later in the day than the last company did.  If you put your trash out and it does not get picked up, you can take it to the Transfer Station and dispose of it for free.  Greg Heffernan has been calling BBI and they have made special trips out to pick up some they have missed.  The Board is hoping things will start calming down.

Selectman Burns received a call from a resident and he will ask BBI not to place empty trash cans in front of mailboxes.  He also reminded residents not to put their trash in front of mailboxes because BBI will probably put the empty container right where they found it.  



  • Public Comments and Questions
Charles McNutt asked about the opening on the School Board.  He commented on trash pickup and said he got used to the new pickup time and it is going great.  He asked the Selectmen if there was any Budget Committee recommendation that differed from the Selectmen’s where the Budget Committee recommendation was upheld.

Selectman Harmon said the Article with the Cemetery Association and that whole group was reduced and the Budget Committee recommendation passed.

Mr. McNutt asked about the interest rate on the Bond debt.  He would like to see the Town look into the possibility of a lower rate.  The Selectmen agreed it is worth looking into but the timing may be an issue.  The Town is in transition right now with the Treasurer leaving.  The Bond Bank bonds just twice a year and we would have to start right now and hit it just right.

Perry Dunzik, a resident who lives on Portland Road asked the Board about the status of their request to Maine D.O.T. for a speed check on the Portland Road.  He wants the speed limit reduced.

The Selectmen sent a request to D. O. T. last year and again a month ago.  There has been no reply to date.  They explained that the Department has limited resources and it can take a long time to get a response to this kind of request.

Mr. Dunzik asked for a copy of the letter the Selectmen sent to the State.  He is taking it to Senator Barry Hobbins .  He asked other residents of Portland Road to contact him if they want to join his petition.  He encouraged people to email him at mooselooke@yahoo.com.
